NGO Education Partnership
Membership
is open to all non-profit making humanitarian associations, NGOs working
education sector and other bodies that represent parts of the civil society in
Cambodia whose strongest link with the government would be through the NEP.
Membership is by application. Membership fees: $20.00 for international NGOs and
$5.00 for local NGOs Membership is by organization and not by individual
THE
NGO EDUCATION PARTNERSHIP (NEP)
The
goal of the NGO Education Partnership is to develop a mechanism to promote
dialogue among its own members and the Ministry of Education, Youth and Sport (MoEYS),
in order to improve the quality of education in Cambodia.
OBJECTIVES:
To
assist NGOs in identifying, articulating, and attaining their aims and
objectives by promoting dialogue and collaboration between NGOs, and with MoEYS
and donors;
To
bring NGOs together to create better, more co-ordinated and pro-active dialogue
on education issues and policies with the MoEYS and partner ministries and
donors;
To
improve the impact , efficiency, and distribution of NGO intervention in
Cambodia by collecting and distributing information about members’ educational
activities and resources;
To
build capacity of the NGO body and the MoEYS to devise and respond collectively
to policy initiatives ;
To
represent and advocate the position of members to the Royal Government of
Cambodia, international organizations, multilateral and bilateral agencies;
To
support each other in promote NEP vision and objectives.
HISTORY
At
a meeting between NGOs and the MoEYS in August 2000, NGOs were invited to
discuss and draft advice on a strategy for improving Ministry –NGO partnership
in education sector management. Following consultation and a study on a
Strategic Partnership in education Sub-sector Working Group formally proposed
the formation of an “NGO Education Partnership ”under the leadership of an
Interim Board, in February, 2001. The NEP was formally constituted a year later
with the adoption of a cheater, election of a five-persons. Since then the main
achievements have been:
participation
in Education Sector Working Group and Ministry/Donor/NGO meeting;
holding
monthly public meeting;
collaboration
with EDUCAM to produce a Consultative Group Statement for NGOs;
securing
funding from UNICEF for operations. Office and staff for 2003; hiring an
executive officer, a research officer and an administrative assistant;
compilation
of Educational Operational Research documenting NGO activities in the field;
gathering
data on NGO activities in education;
co-ordinating
NGO representation in the 2003 ESSP review and presentation of NGO Report;
representation
NGOs in the development of the Poverty Reduction Strategy Plan and in review
of draft plans organized by the NGO Forum;
contribution
to the development of Education for All policy and strategy.
GOVERNANCE
The NEP Board, comprising five members, is elected at the NEP Annual Meeting. Board members’ term of office is one year. They represent the voice and interests of NEP and not their own organizations. One of the Board Membe’s main duties is to promote active collaboration between NGOs and participation of NGOs in meetings and discussion with the MoEYS and donors, and to collectively or individually represent NGOs and the NEP.

NEP
and EDUCAM
NEP
made use of the forum provided by the EDUCAM monthly meetings to develop and
promote the NEP. The two organizations work closely together to achieve their
common goal of quality education in Cambodia.
EDUCAM
is a voluntary organization that has been in existence since 1991. It is
a forum for sharing information about the education sector and is open to
Cambodia. Participants from INGOs, LNGOs, bilateral and multilateral groups
attend the meeting. The meetings generally cover topics such as experience/news
of projects, educational developments of NGOs and the MoEYS, examinations,
library development, finance for education,and initiatives from donor groups.
EDUCAM is organization by a Steering Committee and is held on the second Friday
of every month.
The
NEP is a membership organization.which has a formal agreement with the Ministry
of Education Youth and Sport. The NEP acts as a channel for dialogue and
advocacy with the ministry and donors. The NEP Board also communicates with NGOs
about ministry reforms and members’ activities. Membership is open to all NGOs
AND civil society organizations involved in education. The NEP Charter of
Operating Principles and Practices, which has been endorsed by the Ministry and
donors, sets out objective and regulations for the organization .The NEP is
governed by a board elected y its members. Monthly meetings, on the last Friday
of the month, are held at the NEP office.
